At A10 Associates, we love celebrating the incredible talent within our brilliant team of individuals. This month, we are honored to spotlight Samantha Caracciolo, A10’s Director of Policy & Research. She is and has always been a confident leader of our team, and her bubbly personality illuminates our family. She inspires women within and beyond our firm; having joined our team in March of 2024, we cannot imagine our success without her alongside us after just a few months together.
Samantha directs the policy, research, and grant writing teams, ensuring project alignment and execution across the government relations team. She also manages the Co-Op/Internship program and provides clients with information and grant-writing guidance.
Moreover, she dictates schedules and timelines for public policy, legislation, and funding projects and coordinates with account managers on expectations for our client’s research. She reports to the CEO while working closely with all Vice Presidents on projects. Further, Samantha writes white papers, op-eds, research papers, industry analyses, and market studies for our A10 clients. Her involvement with each client spans research, staffing, touring, and connecting with clients at research conferences and political events nationwide. She completes any tasks designated to her by the CEO and is A10’s in-house subject matter expert on Sam.gov, GSA, Native American funding, and federal funding registrations.
Samantha’s Experience
Prior to working with us, Samantha’s academic career set her up for success here at our firm. She holds a Bachelor of Arts in Women’s Studies with a minor in Political Science. Following her undergraduate journey, she became an ABA-certified paralegal from the University of San Diego. Then, she earned a Master of Public Policy, with an emphasis on Policy Analysis and Strategy, from Northeastern University.
She has experience working at the local, state, and federal levels of government, public policy, and campaigning since 2016. She started her federal work as a research intern at the United States House of Representatives for a congressman in 2020. Following this, Samantha worked at the Office of Inclusive Excellence as a Lead and Advocate; where she obtained much of her knowledge regarding community development initiatives across diverse communities. She worked at The Pride Law Firm in San Diego, California as a Paralegal, Survivor Advocate, and Policy Assistant for two years, and at the Massachusetts House of Representatives as a Civic Action Project Fellow in 2023. Further, Samantha was the Legislative Researcher and Policy Consultant for Plural, a technology company in public policy where she conducted legislative research, case studies, and political trend analysis from 2022 – 2024. Samantha’s broad range of experience and expertise perfectly equips her for her position at A10, and we are so lucky to have someone on our team with such a wide variety of professional experiences.
Samantha has grown so much in her professional development and has become a crucial part of our success. When reflecting on her positive experience working at A10, she recounts the following:

Inspiration and Motivation
When asked how she stays so motivated and attentive with her countless responsibilities, Samantha mentions that “I stay motivated knowing that I am helping clients provide essential resources to communities across the U.S. in areas in need of significant investment, care, and infrastructure such as, energy-grid resilience, clean energy technologies, internet access for rural communities, to affordable housing and innovative technology.” She cares so much about the work that she does, and her clients are in great hands with the knowledge she brings to every account.
